Construction advances on new $42.6 million student success center at UIS
The 55,000-square-foot facility at the University of Illinois Springfield is funded through the state’s Rebuild Illinois capital plan and is expected to be substantially complete in spring 2027.
SPRINGFIELD, IL. - The Illinois Capital Development Board (CDB) is overseeing the construction of a new $42.6 million Library Learning Student Success Center at the University of Illinois Springfield (UIS). Funded through Governor JB Pritzker’s Rebuild Illinois capital plan, the 55,000-square-foot facility will serve as a resource for academic learning and student support.

Construction is currently underway, with many structural components already completed. The grand staircase has been poured, underground utilities are being installed, and the elevator shaft is complete. Crews will now move forward with erecting structural steel, creating the visible framework of the building. Once complete, the Library Learning Student Success Center will offer essential student services, including conference rooms, study spaces, tutoring, advising, career development, and classrooms. A large atrium will serve as the core gathering area.
“The Library Learning Student Success Center at UIS will enable the next generation of learners to step into the classroom and the workforce with confidence,” said Governor JB Pritzker. "With $42.6 million in state support, the project is prioritizing infrastructure that uplifts both students and local residents—building a foundation for long term community growth and opportunity.”
CDB has partnered with P.J. Hoerr, serving as the general contractor, and Bailey Edwards, the architectural and engineering firm, to deliver this project. Structural steel subcontractor, Area Erectors, is currently on-site performing detailing and welding work, while continuing the second floor pan decking installation. Underground utility work will expand to include the first-floor stub-ups to prepare for pouring the slab.
Mechanical, electrical, and plumbing work is scheduled to begin this month. This phase will include layout and installation of piping penetrations for roof drainage systems, as well as chilled and hot water lines extending from the roof and penthouse levels to the first floor. The construction team will also begin HVAC layout and hanger installation for future ductwork. Additionally, fireproofing will begin after the temporary roof is installed, which will protect the structural steel and roof deck. Wall partition layout will also start soon, clearly defining interior spaces of the new facility.

The project continues to move forward on schedule. Construction activity will increase in the coming months, with additional trades working simultaneously at the site. Substantial completion for the Library Learning Student Success Center is anticipated for spring 2027.
