ALTON - Alton Mayor David Goins has issued a response to the Alton City Council's vote to reappoint existing mayoral appointments, except for two individuals. Greg Caffey, Director of Planning and Development, and Rodney Caffey, City Attorney, did not receive sufficient votes for reappointment.

The separation between the city and these two employees is effective immediately.

Mayor Goins said in response to the council decisions: “While I do not agree with the decision of City Council, my administration is already taking steps to ensure that the city does not suffer any disruptions to services or business continuity.“

The Alton City Council passed amended legislation on July 10, 2026, which prompted the reappointments. This was through a late amendment to the ordinance amending residency rules for non-union employees. This ordinance expanded the area city employees are required to live within from within Alton School District 11 to a 25-mile radius from the employee’s primary work building.

The amendment did not alter the residency portion, and the 25-mile radius remains valid.

Alton Mayor Goins continued, “I will continue to explore questions surrounding the legality of actions taken by City Council. However, this will not and does not affect my commitment to the citizens of Alton. As Mayor, my priority will always be to the people I represent in our city. The essential work we do will and must continue.”

Following proper legal procedures and protecting the labor rights of city employees is a priority for the City of Alton. Goins said the city remains excited to embrace the new residency rules, which will allow the recruitment of highly qualified individuals.
