ALTON – A developer seeking to transform a vacant Alton lot into a “for-profit park” will have to wait longer for city approval as questions from officials remain unanswered.

Hugh Halter has repeatedly presented plans to city officials for “The Park Alton” at 401 Piasa Street. The two-block site would feature rental spaces for 14 to 16 different vendors to provide social and competitive activities like rock-climbing walls, pickleball, family dining and event rental spaces. He said the property’s business plan would center on collecting rent payments from the vendors.

The Park Alton, LLC is listed as the project developer in a proposed redevelopment agreement between the developer and the City of Alton. The developer is requesting up to $214,000 in Tax Increment Financing (TIF) assistance from the city to help complete the project.

With an estimated Phase 1 timeline of 12 to 18 months, Halter said developers hope to have the park open by the 18-month mark, with future work at the site to follow in additional phases. While developers are ready to begin work on the site, the absence of city officials has been holding up the process.

Halter first pitched the development at the Sept. 23, 2026 Alton City Council meeting, but a resolution on the proposal originally on the Committee of the Whole agenda for Oct. 13, 2026 could not be considered due to a lack of quorum at the meeting.

When the item came back up for a vote this week, committee members voted to lay it over for consideration at their Nov. 9, 2026 meeting, with some citing questions for Planning Director Greg Caffey that remain unanswered as Caffey has been absent from several meetings in recent weeks.

Alderman Chris Bohn asked how the rest of the project’s estimated $6 million price tag would be funded with $3 million already secured from John Simmons. Halter said that while he has been meeting with local youth organizations about supporting the site, he expects most of the additional funding to come from sponsorships. He also emphasized developers need TIF approval from the city before moving forward with the project.

Alderman Michael Velloff asked whether the city would be reimbursing this project based on its actual TIF increment, or the amount the property tax increases following redevelopment. Alton Mayor David Goins said Caffey would be better equipped to answer the question, prompting a discussion on Caffey’s continued absence and alleged failure to return phonecalls.

Asked later about Caffey’s continued absence, Goins said it may be due to ongoing litigation in which Caffey is named as a plaintiff. Velloff later moved to go into closed session to discuss “personnel issues.” Alderwoman Martha Pfister said the city owes an apology to Halter, who she feels is being “punished for some tensions here” at City Hall.

Bohn moved to lay the redevelopment agreement over until after the city’s TIF Advisory Board meeting this Thursday, Oct. 28, 2026. The item will be reconsidered at the committee’s next meeting on Nov. 9, 2026.
